Htv has a clear plastic carrier sheet that covers the top of the vinyl and the other side is where the heat sensitive adhesive is it is not sticky or tacky to the touch.
Place the tissue paper over the clear backing side of the vinyl and re trace over the pencil marks with a fine tipped permanent marker.
